According to Atlassian,

A product manager is the person who identifies the customer need and the larger business objectives that a product or feature will fulfill, articulates what success looks like for a product, and rallies a team to turn that vision into a reality.

In reality, the identification of customer need or a potential opportunity can come from anywhere (CEO, Management, Board Members, even the Janitor).

However, after that Customer need or opportunity is identified, somebody must be responsible for fine tuning it and bringing it into reality.

That person is the Product Manager.
